ATS2640 Lecture Notes - Lecture 5: Jus Ad Bellum, Humanitarian Intervention, Safe Havens
Document Summary
History: when the cold war ended people had high hopes that the international order might do better at providing peace and security for all people. Is westphilian sovereignty a myth: krasner argues that states have always been interfering in each other"s domestic affairs including through signing treaties regarding human rights, which have implications for the domestic affairs of all signatories. Responsibility to protect: r2p emphasizes that the case for sovereignty is ultimately founded upon the importance of the human rights of individuals. States do about some crisis in africa or asia: the recognition of such hypocrisy can lead one to distrust the whole idea of humanitarian intervention. Strengthening the regime might make it more binding on powerful states as well. Even if one can prevent a massacre occurring in the short term there is often no guarantee that the crisis will not re-emerge once the intervening force departs.
