There should be rights to everyone no matter which group they are in. What is important for him is to find a way for liberalism to understand : group differential rights by ethnic and national . Rather then who they are as an individual. It is a collectivist understanding of what human beings are. He wants to show why liberalism is compatible with hi sort of group rights. The particular role of chap. 3 = explain what collective rights are. Generally liberals will assume that collective rights will be consumed by collectors themselves. The principle of the individual: only an individual can have rights, groups do not have possess. Claims of a group advanced or made against the larger society. Both are about protecting the stability of the community: threat comes from the individuals members of the group the individuals members of the group. On the other the threat stability is coming from the inside.
