Lack of policy coherence: since there is a lot of organizations that are involved, sometimes the information does not pass the proper channels effectively. Focus on controlling what you can and fiscal responsibilities. The ombudsman deals with citizens that deal with governmental issues. He has to handle complaints of individuals that fall under his jurisdiction who seek for his help. He also handles complains from companies/business who are asking for his help. He has nothing to do with federal business.
