There is some underlying theory that counting is looking to provide evidence for or against. Ideology is a belief, not something that is based on evidence or fact. Within the criminal justice system the statistics that we typically look at are: crimes and criminals, justice system and its response, public perceptions. It"s difficult to act legislation or policy based on evidence.
