Whether or not the methodology can be used. Think in terms of the number of people who have been charged and convicted in crimes. 92: the crime funnel, illustrates how that statement isn"t valid. The more valid your count becomes in terms of counting crime but the less reliable when moving down the funnel. There is some underlying theory that counting is looking to provide evidence for or against. Ideology is a belief, not something that is based on evidence or fact. Within the criminal justice system the statistics that we typically look at are: crimes and criminals, justice system and its response, public perceptions. It"s difficult to act legislation or policy based on evidence.
