Ozone depleting substances weren"t originally linked to chlorofluorocarbons (cfcs) Nox acts like an ozone depleting substance. The space shuttle was the first man-made source of chl to be studied. The program to look a the impact of sst on environment was under nasa"s jurisdiction, but sst"s true impact was originally downplayed because nasa wanted to continue space work. Possible that scientists were being pressured by nasa to downplay the significance of the shuttle program and to emphasize the natural sources of pollutants like volcanoes. Where there are threats to human health we see a larger uprising of action, but there were long bureaucratic delays even after the study because the aerosol industry wanted to wait for more studies to confirm these findings. Substitutes quickly came on the market because there was such a demand for them shows that the availability of substitutes is directly dictated by policy, and not so much science.
