Labor party does better in scotland that anywhere else in the uk. Rise of 3rd parties in scotland (snp, etc. ) Though they never gain dominance in representation, often getting 30% of votes, winning seats on national level. Snp vote viewed by many as a protest vote. Both had to rethink opposition to home rule/devolution of power. Edward heath, conservative party leader, promises a plan for devolution. Actually not popular among scottish labour party members. However, government had promised to hold a referendum in scotland before act implemented. Would need 40% of the electorate and majority of vote. However, linguistically, in terms of literature etc. not much to speak of re: scottish culture. Snp today stresses poli/econ questions, not cultural issues as in wales, ireland etc. Not as many issues of ethnic nationalism, but this means that support can fluctuate more wildly. Scottish institutional identity (separate religious, legal, educational systems)
