Tripartite negotiations between the state, employers (business owners of capital), (trade) unions: working closely to make policy and implement it at a national level. Government in europe is autonomous concept called strong state. Difference between government (political party) and bureaucracy (administration) Government: party in power and its cabinet and its executive. Corporatism more at a bureaucratic level: based on merit and non-partisan. State that has to serve its citizens regardless of whoever is in power. People achieve powers not because of who you know. Advancement based on things other than money and influence: these are the people involved in corporatism. Belgium: 589 days, did not have government in terms of coalition of parties because they could not agree to how to form a government. Reliant on parties figuring out how to create coalitions: if not, a government less country, belgium coasted in this time: no policies made but admin allows things to continue, the resilience of democracy.
