Ir for example, countries at peace are always ready for war. Central governments have a monopoly on the legitimate use of force exported european idea. Countries that can"t do this are called failed states (cid:840)somalia, afghanistan, syria(cid:841) People obey what they believe to be legitimate. Politics by those who own the means of authority. Kings do not own the horses and knights, the nobles did. Even in the 17th and 18th century, the soldiers were expected to bring their own equipment. Politics by those who are separated from the means. A soldier is provided with weapons, clothes, and supplies courtesy of the state. The first stage of transition, the king is just a very powerful noble: king"s army, king"s treasury, etc. (1500-1800), becomes kingdom"s army, kingdom"s treasury, etc.
