Early israeli-arab negotiations: armistice agreements after 1948 war left israel and arab states technically in a state of war. Conditions at the end of the 1948 wars - arab states except iraq signed armistice agreements: declaration that war came to an end. Arab states remained in a state of war poised to return to combat. Preserving israel"s borders, not giving up territory. 700,000 palestinians have left or became refugees through the war. Israeli leadership wanted to cement a kind of permanent jewish majority. Wanted israel to be jewish and democratic. Operate according to the norms of western electoral democracy: 1949: un sponsored negotiations between israel and arab states at lausanne went nowhere. Could not find a common ground that would lead to fruitful negotiations.
