The difference is that chili has working institutions which means much better response by police and medical services. If you have functioning institutions you re prepared before (rules are followed) and afterwards because there are ways to control chaotic situations. Haiti is known as dirt poor, one of the poorest nations. Yet, there are amazingly luxurious hotels-built by the rich for the rich. Don t ever underestimate the importance of functioning institutions. The hotel extracts resources without giving back anything.
