Coppa, they try to legally follow the law but all of us know most of them are less than 13) Many caregivers/parents complicit in allowing younger kids. Coppa (usa, 2000)-must have guardian"s explicit permission to take data from under 13; therefore set age at 13 to avoid permission. Duty of care -legal obligation to ensure adherence to standard of reasonable care while performing any acts that could foreseeably harm others. Many allow kids use social media under 13 (33% 11 year olds parents and 55% 12 year olds parents say know kid has facebook) Parents-2 explanations: parents more progressive in allowing kids and works with them on safety, burden of responsibility too great-maybe overwhelmed, lack of digital skills, not sure of risks, lack supports. Age-used as proxy for intellectual and emotional maturity.
