Before alexander signed the manifesto, he had troops in villages across russia, on feb 19, 1861: was proclaimed to the masses on the rst day of lent, 12 days after signing it. It had 19 legislative acts, divided the region into 4 geographical regions: on of the largest wording issues was that all the land belonged to the nobles. Nobles were required to lend the peasants their homes and surrounding land in return to obligation to the lord, and given 2 years to create contracts, until which time it was to remain as it was. Nobles sold land because it was bene cial to them, peasant could only have a certain amount of land. The peasants could not pay for the land, so the state paid the gentry and the peasants had to pay the state at a rate of 6% for 49 years.
