As of april the ccacs will be absorbed by the lhins. Legislation - systems wide stuff is harder to negotiate - like saying all workers in a particular org needs to be nurses, this will be difficult, but saying they all need to be qualified or certified will be easier. Someone who could not do personal care, needs assistance in the home, has complex needs etc gets home support services. Mandata - gatekeeping - deciding who gets access to care. Doctors used to decide what services one receives like specialists. The case manager has no service to give but links to services: managed care - monitoring the resources given - a private sector involved in providing services so this is a rationing of care. Needs may not change but because of reduced funding care could become limited. Give people finding to purchase the help they need.
