Saskatchewan - one province decided locally that they needed health insurance and other provinces took the example. Everything we do in canada has to be led by the provinces. Any change is led by the provinces which is different from other centralized countries. Before 1947 there was no public health insurance in. This was done to avoid confrontations with physicians. When people are happy with hospitals it would expand to physicians. Insurance would monitor what the doctors are doing because they would need to know what they are paying for. The spending-power of the federal gov"t changed. There were conditions on the money being given to provinces. We have 14 different systems - the way drugs are paid, hospitals are paid, doctors are paid etc. are all different and all of these systems operate differently.
