Today, we are shifting focus away from the primary security concern from the past, and towards. The necessary first step before analyzing terrorism is to define it. >look at book from 1988 (a book called on terrorism ), this is a difficult thing to pinpoint without having people disagree. States have long used this label to define states fighting against them. Technically, ukraine is fighting against terrorism (russia); governments use the term to define people who are fighting against their current rule. >they use the very same techniques in pursuing their own political goals (violence against civilians just as terrorists do); but yet they try to make sure the label of terrorism does not apply to them. >state institutions are responsible for far more civilian deaths than terrorists (as labelled ones) are. There is a politics associated with defining terrorism, the term is notoriously loaded. There are clear parallels between state violence and terrorist violence.
