The international criminal court has a mandate of prosecuting individuals who are responsible for committing genocide, crimes against humanity, war crimes, and crimes of aggression. Previous war crimes tribunals (like at nuremburg) were limited in scope and duration. By contrast, the icc is a permanent court with fixed standards that apply to individuals in all member states (at present 124 states) All previous criminal courts were established after the fact, not before the fact. Limitations this may create victors courts where those that lost war are tried. There was a push to have a permanent court with fixed standards: deterrent role those involved in conflicts might restrain themselves because they are aware of the fact that they may be held accountable for their actions. 2002 individuals can no longer claim sovereign unity (ie. pm or. President cannot claim that they cant be charged)
