Higher order legal rules and principles that specify how all other legals norms are to be produced, applied, enforced, and interpreted . Often sets out political and civil rights. Many include a preamble that acts as a mission statement for the country. A charter of rights / bill of rights is a new phenomena. They cannot be changed by a simple majority vote in the legislation. This is the supreme law of the land. Assign the courts responsibility for ensuring all laws adhere to the constitution re: The intent is to protect citizens from the gov"t. Not all countries have a written constitution like the uk, who uses the voters to hold the government accountable. Constitutions require an umpire: can"t account for all situations. They need to be interpreted by these judges so that they can better provide judgement for the individual cases. Appointments responsibility of the gov"t of the day but governments cannot remove judges.
