Rousseau"s solution is: the only way i can be truly free is if i give myself the law, we don"t need to be protected from the law because we all give to the law. Central idea of this book: us legislating for ourselves = only way we can be free. General will exists when we give ourselves the law all the time: will = what you want, but you can train in and try to improve your will. Book 2: explaining what the general will is: last 3rd of book 2: explain conditions under the general will. General will = just an idea, cannot exist in pure form.
