State: definition its what governments do (what we are concerned about is the way the state uses power and influences the lives of its citizens) Not private activity, even if its done by the governments. Not concerned with states ability to hire and fire employees: level of government, division of power. Collective action where the state is making a public decision what we as the citizens will be affected by doing something from a collective action perspective. Private interests ensuring private interests are being protected from the rest of the people, when the state protects private interests, we are concerned with it from a public perspective. Equality when they try to provide for equality, it its an inherently a contested notion: seeking equality is inherently comparative. Concerned with how the state treats non candians outside of the canadian state. Citizenship also applies to non people political parties, coporations.
