Trial interventions: implemented to determine whether the intervention has the intended positive consequences it set out to have (a. k. a. program efficacy studies) Pilot program: smaller scale, organization determines effectiveness before settling on a more permanent/wide scale program. Identify the existence and severity of a social problem. Issue is defined by stakeholders (those with vested interest) Differing perspectives, may not agree on what the most pressing issue is. Find if effective interventions already exist - literature review needed. Create intervention hypotheses - if-then" statements that summarize the intervention and their expected outcomes.
