Up to now the focus has been on help and its connection to morality and individualism. Value-based ideas that work very much to include and privilege some (ex. white, male, Christian, middle-class, able, heterosexual) and actively exclude, devalue, and at times punish others (pretty much everyone else) Notions of good" and bad", desired" and reviled", worthy" and unworthy" dominated ideas and practices of helping. The idea that people were to blame for their situations was rampant - the role of social and economic factors was not on the radar. Even the rise of science and medicine were deeply embedded during this era in concerns for morality and individualism. By the turn of the 20th century: Industrialization, the mass movement of people into cities (and the consequent overcrowding, poverty, and lack of sanitation), a growing awareness of - and alarm over.
