Goal: help people through difficult times and reduce inequality: retirement, unemployment, decrease in income, disability, illness, homeless, violence. The role of the state is highly debated: state should not interfere, neo liberalism, state plays a central role, social democratic. Helps people to retirement: pension plan, unemployment. The network of laws, policies, programs and services throughout the country that helps people in difficult situations. Social programs and services: mental health services, child care, child welfare, income and security programs.
