Ignores past conditions because of time and resource limitations. How will the river be affected (contamination, transportation of harmful chemicals etc): baseline water budget study, assess surface/ groundwater relations and flow patterns, wetland study, look at mnr wetland research protocol. Predictive studies: requires baseline data/ study, predicts future conditions, trends, or disturbances, assessed with project under development. Difference between baseline and predictive = the impact. Significance of change critical: four types of potential change from baseline, biological/ ecological, chemical, physical.
