Octobrists= conservative, accept the october manifesto and embrace the reform: some people argue that the october manifesto set russia on the path to a consitutional democracy. Optimists believed that had the wwi not intervened, then perhaps russia could have followed the path to a democratic country. Ministers don"t answer to the elected officials, but to the tsar. The duma is repeatedly dissolved, the tsar exercised his power. Each time its dissolved, the franchise becomes more restrictive. By the time we reach the 4th duma, the population able to vote is very limited to those who support the monarchy and nobility (1. 5% of the population!)
