Theres a level of resentment held by smaller more rural areas for the way their government works at the federal and local level. Voter turnout makes a difference in outcomes- gore v bush in florida. Over time they"ve worked to make the process simpler for voters. 1993 motor voter registration law- under clinton allowed voter registration to open up at dmvs, in public offices some states do voter registration drives during election years.
