Made them look like they were lazy kids who didn"t want to go to school rather than them being homeless, coming from unstable homes, etc. Movement of businesses outside of the downtown core. Remove focus from youth homelessness and create it as a threat to urban. Categories of social identity are constructed around norms of acceptable behaviour, appearance, and beliefs.
