Institutions see youth culture as a temporary phase and have a lack of consequence and lack of meaning into things that youth is into. Is considered disposable and not worth analysis or time: relegated to the margins. Youth cultures weren"t taken seriously because they did not have a specific socioeconomic impact and is stronger than cultural impact back in the day. It is historically as offering us two roles: safe : in high school youth knows whose considered a threat or safe, youth uses subcultural groups and there are a lot more cultures now than there once was threat. Rise of youth culture: society discards youth but at the same time society privileges youth to the same extent and is hyper-valued. Historically, youth does not sit in one place you constantly move around ie) never want to be at home or in class socially and physically like moving between different cliques.
