Laws change to reflect changes in moral standards. But laws rarely keep up w/ speed at which moral standards change. Society & civilizing process demand that people conform, repress basic instincts, play by rules. Despite being bound by rules & regulations, however, there has always been some room for individual freedom & tolerance for some varieties of deviance. If behaviors not perceived as harmful/threatening, they may be tolerated by society/even ignored (pg377)
