Varied duties: night watchmen, tax collectors, bailiffs, building inspectors. By 1867 provinces own police forces. Only ontario, quebec, & parts of newfoundland have provincial police forces. 60,000 police officers: 1 per 529 canadians, # steadily increasing. Largest component of cjs 60% of funding.
