In canada 505 homicides in 2013 in usa 14,617 homicides in 2011. Vulnerable individuals owing to their mental, emoional or physical state. Allow an emoionally charged person the opportunity to calm down. Provide a drug/alcohol inluenced person with the opportunity to regain perspecive. Vast majority indv not shot or killed, resolved with talking. Use of less lethal compliance tools: pepper spray, taser and bean-bag. Roughly 1/3 of all police shooings involve either mental illness, irraional behavior or act of suicide. Roughly 25 percent of shooings involved individuals with documented mental illness. Roughly 20 percent are police responding to domesic violence. The use of deadly force (smaller number of cases) Empty-hand compliance (clothing or body grasps, lever and joint manipulaion) Empty-hand impact (the delivery of a traumaic blow, fist, knees, elbows or feet) Deadly force (empty hand compliance/impact, impact weapons, the police irearm: focus upon center mass, incapacitate the lethal threat, wounding is not an opion)
