Goal 1 - make bc the best educated, most literate jurisdiction on the continent: childhood investments have broad ranging, diverse impacts on population health, goal looks at: school readiness, student literacy, high school graduation, post- secondary completion. Not a problem of insufficient research evidence. We convince ourselves we can"t afford it. We opt to treat illness, rather than promote health. We ignore gender inequality, and its relationship to family policy. We must become sophisticated critics of medical care, in order to bridge health promotion with non-medical care. Content to burn-out women, and leave unquestioned the place of patriarchy in family policy. A very early universal program = family allowance. Major innovations = maternity & paternal leave: feminism, gender equality and declining male wages the majority of women with young children are in labour market. Community supports: early childhood development coalitions, community planning, pregnancy, parenting & early intervention, early childhood education and care.
