One condition america gets to defend and control the canal if necessary. Ww1 was just around the corner america wanted to defend if warships appeared in the canal. Americans did not want to give up the canal saw it as a security issue. The return of the panama canal was a result of the panamanians wanting it to be returned. Everyone things russia is going to win because they"re white. Peace conference held in america t. r. invites them.
