Interstate federalism is the second pillar of the canadian political system (the 1st being parliament and the 3rd being the courts). While parliament is characterized by fused and concentrated power (power flows to the pm), federalism represents divided power and loyalties. Pierre trudeau, who became pm during the eve of quebec nationalism, said you should identify as canadian. Quebec nationalists however, would argue you should identify with your region first. It shouldn"t be a contentious issue prof says we can have both. Wheare: a method of dividing power so that the central government and the regional governments are each within a sphere. You only have federalism when the powers of the central government and the regional governments are equal. We can try to keep coming up with definitions of federalism, but in reality it is a continuum. We need to begin thinking of federalism as a continuum (canada has centralized federalism).
