There are two basic systems of order within the anarchical system: norms and international law, states banding together to combat power (perceived threat) as an example: in the napoleonic war, france was the largest power. Russia and britain band together to offset the french power. During the crimean war it reverses, and britain and france band together to offset the soviet. Balance of power means that there are no long-term/ permanent allies. You simply seek to balance the largest and most powerful state in the system. There are various systems that you can talk about: Unipolarity (ex: the united states after the cold war was a huge power that could not be balanced.
