It cannot be stressed enough that it is very important to think about impacts early in the process of planning and implementation. The keyis to start to think about impact from the start. Some program designers only think about impact when it comes time to evaluate (dean, 1991). Thinking about impacts should begin in the needs assessment stage. In needs assessment, we are developing the tourism or recreation service to provide some benefit to the people who use the service, or to deal with an identified problem. Impacts may be related to both the positive pursuit of benefits and the attempt to deal with problems.
