Because the family is a fundamental social institution, problems that affect families become social problems. A social problem exists when a significant number of people believe that a certain condition is in fact a problem. Who decides when a problem is a problem. The simplest answer is that the public decides when a problem is a problem. Public opinion does not always remain the same. Behaviour that tends to cause physical harm to oneself and, more importantly, to others is almost always seen as a problem. Vested interests: interests of a group of people who have a stake in keeping society as it is. Dominant group: gatekeepers: individuals recognized as having special expertise in identifying problems and who can control access to important people or services, doctors, police officers, judges and juries, and social workers.
