Democracy kinda sucks rule by the best (aristocracy) degraded into rule by the honourable and rich (timocracy . Sparta), which degraded into rule by the rich (oligarchy), which degraded into rule by the masses (democracy), which degraded into rule by the one (tyranny). The more liberty you have, it creates a swing in the other direction. As it grows in terms of liberty it is unsustainable because it becomes anarchy there is no common core of traditions and customs, over time everyone rejects those traditions and customs. Cyclical the tyrant will be overthrown and it will devolve into an aristocracy. Degradation involved the concentration of wealth or violent rebellion. A shift from aristocracy to the other forms of government, the people with power want to have power, not because they should. Rousseau education is as significant to rousseau as it is to plato. Democracy can only function with a well-informed citizenry.
