Decrease the stigma: shame is positive; the act of crime is bad, not the person. Stigma and shame is real, start to believe and act out, stigma is damaging to the person, goal is to decrease the stigma of crime. Circle where people can all express their opinions, can be quite long and quite draining but no notion of favouritism, everyone has an equal part and an equal say. Main idea to look at native community through the community perspective vs. judges. Problematic due to certain issues and are in need of rehabilitation. Can work with the offenders if they have positive attitudes and a desire to change. Must feel remorse and shame in terms of rehabilitation. Stress of whole thing is not worth it. Often a lot easier to think we and community are safe and not participate. Fear of offender not being genuine or re terrorizing. Have to make sure there is remorse (counseling)
