Costs more money, generates more victims etc. Police goal: maintain community and social order: get squeegee kids off the street, find the graffiti artists. Increase foot patrols and private security personnel: get police out of their cars and into the community proven to be highly effective. For low level and first time offenders: community control practices. Giving broader search, seizure and detainment powers to police. 1987 manitoba: justice for victims of crime act. There are two main components to the study of victims: Victimization profiles: effective in reducing fear and the likelihood of being a victim.
