There"s not necessarily a recognition that different people have different experience with psycho active substances thus people"s experience with addiction will be different from one another. It"s problematic because we want people to become dependent on certain drugs and we want them to alter their chemistry but if there"s a conception of someone getting high, it"s regarded in a negative light. Addiction: addiction is sometimes about pharmacological properties of the substance - we sometimes say they are inherently addictive. For example, "smoke crack once, you"re addicted for life". There"s other psychoactive substances that we say "ok, most people can reasonably use these and not become addicted but others who cannot".
