They get the satisfaction of being an authority figure and knowing that people are actually doing it and obeying them. None of the neighbours called the police, even though the screams were loud, etc. Someone called 911 after everything happened, but it was too late, and she died before the ambulances could get to her: neighbours were shocked = person got murdered and the neighbours watched, and nobody did anything.
