Applicants had to be of good character and pass a strict means test to prove they needed help. With the allowance, came intrusion into their personal lives. Had to have good character not just anyone can get help. After giving support, they intruded the family"s lives (what were they spending the money on, etc. ) Since wwii* pace of social security has increased.
