Characteristics that they have that make them difficult to address it and difficult to come up with a solution that is effective for everyone. Firstly this is because of conflict between two or more groups or people this could be because of cognitive, values, interests, and behavior. We can"t address conflict because sometimes we don"t know a lot about it. Secondly this is because of uncertainty this could risk uncertainty ignorance and indeterminacy. This comes to fourth because many cases we have limited knowledge about the natural environment about bio physical processes and how they"re influencing all of the humans and nonhuman components. Thirdly this is because of change: this can be through conditions, expectations, and needs. Uncertainty comes with change, the change of the biophysical environment and changes in human expectation ( how we expect us to interact with the environment)
