Sub- saharan africa is the poorest region in the world. Tuesday, march 15, 2016. Has all of the 23 poorest states. Only two of 48 african states are above the bottom third of states. Hiv/aids is most severe in the region. Life expectancy is 46 years (second worst region is south asia at 64) Half of all africans lack a source of water. 10% infant die before 1; 17% die before 5. Violent conflict is widespread (2/3 of un peace keeping operation are in africa) The right to rule is ascribed to a person rather than an office. Subordinates pay loyalty to personal patrons, rather than laws and institutions (lack of rule of law) State treasury is a personal slush fund to stay in power and pay off clients. State offices are permits to loot. Democracy in africa (gyimah- boadi) Wave of democratization in sub- saharan africa (1990- 2005) Majority of africans view democracy as the ideal government.
