Popular discontent (shays rebellion)- cant keep the peace- causes debt, court enforcement, nono soldiers. 22 delegated in philadelphia on may 25th 1781= all states but rhode island. Montesquie- limited government, best government can be designed. - lower chamber by population directly elected. Very powerful nation government- government by population. Single house chamber, equal representative for each state. Each side got one legislative chamber- new jersey plan:senate has two delegates from each state. Virginia plan: population based on house of rep. Authority of the national legislature- commerce clause, necessary and proper clause.
