Key idea: comparative criminal justice is much more complicated then simply looking at 2 criminal justice systems and picking out the di erences. Modernization approach - what is modern? something that is fairly new and recent, technology, enlightenment, more humane approaches to di erent issues. Modern art, dance, we are very exible with our term, but when used to describe an actual social phenomenon there is a di erent approach. Modernity is a complex set of cultural values based democracy, individualism secularization, equality, science, reason and rationality. To describe a society as modern we usually attach some type of value to it. We describe it as being sometimes better than the old one. We see modern as opposed to backwards traditional systems. Think of modern systems being current, up to date more e ective, and often morally superior. Systems that are not modern are seen as barbaric and uncivilized. Without questioning these value judgements when we use the term modern.
