In 1993 the passes a law to say you cant publish a poll in the last 3 days of an election, the media took the govt to court. Supreme court was divided about this and said this was a virtual insult to the intelligence of voters, it prohibits publications. The law didn"t go far enough, it did not disclose the methodology. If you could vote in the provincial elections you could vote in the federal elections: you had to have property to vote. The govt came up with the plan that if you were women who had a male relative in the army you could vote.
