The leader as authority: differential access to resources: the chief can take away access to land from someone. It is decisions are not based on the group but on the chief: they settle where there is a surplus, typically horticulture. (cid:2, some occupational specialization: they special in craft items. There is regulatory systems of exchange, sometimes outside the community as well as inside the community: every community might provide food but the chief redistributes it. It the job to manage the population: there are more authority , taxes paid to the ruling elite keep some of the taxes as tribute. Ex: the inca states there was a governing body etc. It is a way to get people to act socially acceptable behaviour through constraints: gossip is used as form of control, the fear of gossip instill socially acceptable behaviour on the person , sometimes through shunning and disowning.
