Genres are based on tacit rules of filmmakers but there is room for disagreement. They are hard to define clearly easier to recognize then define. We also have sub genres within the classic genre: ex. Horror: slasher, psychological, supernatural, gore fest, torture, creature feature. Thriller: detective / murder mystery, disaster, hostage.
