Oil fields are in sumatra (indonesia) part of the dutch east indies. Must neutralize the american fleet based at pearl harbor. Attack on ph part of invasion into south east asia. Had to be done swiftly and quietly. British and americans would want to negotiate and japan would make their political move. Japan would also gain tin and rubber if they took this area over. To get the oil japan had to invade the dutch.
